How to Obtain a Quote
Use NASA’s SEWP Quote Request Tool (QRT) to request quotes in accordance with your agency’s acquisition procedures.
For help preparing a requirement, contact the GMP SEWP Team. Tell us what the technology needs to do, who will use it, the quantities required, and any delivery or support requirements. Include relevant product specifications or a bill of materials when available.
If a NASA request already exists, include its reference number and response deadline. Follow that request’s instructions for formal submissions. Contacting GMP directly does not replace your agency’s fair-opportunity process.
Installation, Warranty, and Support
Contact the GMP SEWP Team for help before or after delivery. GMP reviews the applicable order and support terms and coordinates assistance with the manufacturer, distributor, or authorized service provider.
Installation and configuration
Installation and configuration follow the quoted scope and applicable contract and order terms. GMP coordinates the agreed requirements with the responsible provider. Contact the team about site readiness, installation questions, or a delivered solution that does not meet the documented requirement.
Basic warranty
Basic warranty coverage follows the manufacturer’s terms, subject to the SEWP contract and order. GMP confirms coverage and coordinates service. Provide the order number and affected product when requesting assistance.
Extended warranty
Extended warranty coverage may be purchased and begin during the standard commercial warranty period, including at its end. Contact GMP for coverage options, pricing, and applicable dates.
Technical support
Describe the issue, the affected product or service, and its operational impact. GMP verifies the applicable support entitlement and coordinates troubleshooting with the responsible provider.
Software support
Licensing, maintenance, updates, help-desk access, and response times follow the quoted publisher or manufacturer terms, subject to the SEWP contract and order. GMP validates entitlement and coordinates assistance.
Other post-delivery issues
For shortages, damaged or incorrect items, returns, or invoice questions, contact GMP with the order and item details. Preserve packaging and delivery records where relevant, and obtain return authorization and instructions before shipping an item back. Contractual changes require authorization and processing through the applicable agency and NASA procedures.
Resolve an Order Issue
Send the order and issue details.
Contact sewp@gmpgov.com or (703) 349-2990. Include your agency and point of contact, order number, SEWP Control Number if available, affected product or service, and a description of the issue and requested resolution. Include a serial number, photographs, or delivery documentation when relevant.
GMP reviews and coordinates assistance.
GMP checks the order, warranty, and support terms, then coordinates troubleshooting, repair, replacement, or return arrangements with the appropriate provider.
Follow the agreed resolution steps.
GMP provides updates and remains involved until the matter is resolved or formally transferred to the responsible support provider. GMP coordinates contract or order-processing issues with the NASA SEWP PMO when necessary.
Please obtain return authorization and instructions from GMP before returning an item.
Fair Opportunity and Requests for Quotes
Federal buyers must follow the applicable fair-opportunity requirements for orders under a multiple-award contract. NASA’s Quote Request Tool supports that process; the ordering agency remains responsible for its acquisition decisions and required records.
The applicable contract clause is reproduced below.
A.1.13 Fair Opportunity and Requests for Quotes
A.1.13 FAIR OPPORTUNITY AND REQUESTS FOR QUOTES
Contractors will be provided a fair opportunity at the individual order level as appropriate per FAR Part 16.505(b), including the SEWP RFQ tools. No documentation for the order selection is required to be submitted with the order. All such documentation is to be maintained by the issuing procurement office.
The Contractor shall not market, quote or otherwise offer for sale, any IT Solutions not listed under this contract, until the said solutions are included in the SEWP database of record, and available to all Government end-users.
If the Government issues a Request For Information (RFI) as part of market research, the Contractor may provide items not yet listed on their SEWP contract as part of a market research quote if:
1. all such items are clearly marked as not yet available on their SEWP contract; and
2. the contractor submits a technology refreshment request to add those products to their contract If the Government issues a Request For Quote (RFQ) or a Market Research Request (MRR), the Contractor may only respond with items available on their Contract and the price of each item shall be the no greater than the price in Attachment F SEWP database of record at the time the quote is issued. If the Contractor has insufficient items on their contract to fully respond to the Formal RFQ, the Contractor must respond with a No Bid. Unless the RFQ specifically allows for partial quotes, the Contractor must respond fully to all requirements specified in the RFQ.
When submitting a quote to a government end-user, the contractor must clearly state the length of time the quote is valid. The contractor shall honor any order submitted within the stated time period of a quote.
When responding to an RFI or RFQ issued from the NASA SEWP RFQ on-line quoting system, the Contractor must respond as outlined in Attachment C: Contract Holder User Manual (CHUM).
Contract Holders are prohibited from using Government information posted on the NASA SEWP Contract Holder Only Page, such as RFQs, RFIs, etc., for purposes other than proposing on SEWP requirements. This includes Contract Holders providing third parties with SEWP information and requirements for the purpose of assisting companies, that are not SEWP Contract Holders, with providing unsolicited proposals to meet agency requirements already posted to the NASA SEWP RFQ on-line quoting system.
